Alternative approaches to the assessment of sign language development?

On the ICED 2010 in Vancouver, a number of presentations addressed the issue if alternative approaches to standardized assessments are needed, both regarding the assessment of sign language development and curriculum-based assessment. The term "dynamic assessment" has been used in this context. What does "dynamic assessment" exactly mean? What impact has it on the assessment of deaf and hard-of-hearing children?
